Are you looking for a challenging opportunity in a leading organisation at the EU and international level, in a multinational and goal-oriented team?
We currently invite applications for the Finance Unit. The successful candidate will join a team that is responsible for a wide range of financial operations, such as budgeting, processing of financial transactions, providing business support on financial matters, including procurement, and will report to the Head of Finance unit.
The Finance unit of the European Chemicals Agency provides customer-oriented service and advice to ensure efficient planning and implementation of the Agency's budget. The unit coordinates the budget (income and expenditure) and procurement planning, undertakes procurement actions and plays a key role in implementing the budget. The Finance unit follows up and reports on budget and procurement plan execution to the internal and external stakeholders. The unit also maintains the registry of financial delegations.
2.Key responsibilities
As a Financial Assistant, you will be part of a team ensuring that the Agency's financial and procurement operations are efficient, legal and regular. Your responsibilities will include:
Perform financial initiation and/or verification of financial transactions using relevant IT tools;
Enforce legality, regularity and sound financial management of expenditure operations;
Ensure effectiveness and continuous improvement of quality of financial services;
Liaise with operational units on budget planning, monitor budget execution, and provide support in contract management;
Support colleagues to interpret and implement financial rules and regulations, and ensure process compliance;
Assist in procurement procedures;
Assist in reporting, monitoring and analysing financial data, and contribute to preparation of documents (e.g. for ECHA Management, the European Commission, the Budgetary Authority and the Court of Auditors);
Any other duties, as required.
3.Eligibility criteria
To qualify for this profile, you must have completed post-secondary level education attested by a diploma and professional experience of at least one (1) year. Alternatively, you have completed secondary education giving access to post-secondary education and hold additional professional experience of at least four (4) years.
4.Selection criteria
If you meet the eligibility criteria, you will be assessed on the basis of the following selection criteria:
Your academic and professional qualifications and their relevance to the main areas of work listed in Key responsibilities;
Preference will be given to qualifications obtained in or covering the following fields:
o Degree in Finance and/or accounting;
o Business administration containing relevant studies in finance/accounting
Your professional experience: Preference will be given to candidates having experience in functions similar to those outlined in Key responsibilities. The Selection Committee will assess the range of fields covered, the type, and level of work done and its relevance to the areas of work listed in Key responsibilities.
The following will be considered as assets:
Understanding of the EU General Financial Regulation or a similar framework
Experience with IT systems for financial management, such as ABAC, SAP.
Qualification or certificate in the field of finance, and/or accounting (e.g., ACCA, CIMA)
Work experience gained in an international/multicultural environment. Preference will be given to work experience abroad.
